Just wondering if I can create a button in Microsoft 365 Apps. (Excel) that takes up the whole cell and when pressed will place a time stamp on it...

If all you are looking for is a fast/easy way to enter a timestamp then:
CTRL-; =>enters Date
CTRL-: =>enters Time
