Countifs Function Error

I am using the COUNTIFS function for counts which meet 3 criteria

Grade, Course level, & Town

However, it only works with two criteria?! I've only been spending 2 hours on this.. obviously I'm a newbie.

=COUNTIFS('FinalGrades19-20'!$W$2:$W$16742,"Level 1*",'FinalGrades19-20'!$F$2:$F$16742,"9",'FinalGrades19-20'!$W$2:$W$16742,"Anytown")

I'm sure there is no cell in W2:W16742 which contains "Level 1" AND "Anytown".

The formula structure is correct,

What are the two criteria that works with you? how sure you are that is is not working?
