Count if by month and year, by entity

Hello:  I am attempting to use count if the month and year are correct, and matching entity.  For example, on the attached, tab Headcount Analysis, cell Q8.  I would like to return the count of 2, representing 2 new hires in July for Entity Pluto. 

Please can you help me out with formula combining ifs scenarios?

In Q8:

=COUNTIFS('Employee Data'!$I$8:$I$18,$C8,'Employee Data'!$Q$8:$Q$18,Q$7&"*"&$A$5)
