Conditional merge and fill cells

Hello,

my first time posting here so still figuring this place out.

 

 

I work for a construction company and we are trying to automate things to make life simpler for us in the field.

I have a master list of our tasks we perform and the associated hazards and controls along with their scores.

I can enter formulas to get the proper scores associated with each hazard and control no issue as seen in the master task list.

 

The problem I'm having is when its time to fill out a form for a new project under "hazard assessment" I select a task and am not sure how to get excel to autopopulate the next couple of rows of hazards and controls. its very time consuming to find each hazard manually plus one could be missed resulting in a faulty hazard assessment.

And then i would like it to automerge the next couple of empty rows bellow the task as seen in the master task list.

anyways not sure if there is anymore information you need but if anybody can give me any help it would be much appreciated!

I use sql with online tool to merge cells.
In fact,i am not familiar merge cells by formula.
