Conditional formatting

I am trying to organize our training data.  I have the dates employees completed training in one tab and i'm trying to format the data so that it is filled green if the certificate is valid, turns yellow 60 days before expiration, orange 30 days prior to expiration and then red once the certificate has expired.  I can successfully format one cell, but then when i try to apply the formatting to the whole column i'm having problems.

If you use a conditional formatting rule of type 'Use a formula to determine which cells to format', make sure that there is no $ before the row number in the formula.

 

If you still have problems: Could you attach a small sample workbook demonstrating the problem (without sensitive data), or if that is not possible, make it available through OneDrive, Google Drive, Dropbox or similar?
