Conditional Formatting

In conditional formatting, in Microsoft 365 Excel, the yellow circle icon does not appear for me. I want the following condition: GREEN when the value is >= 87.59%; YELLOW when < 87.59% and >= 82.59%; RED when < 82.59%.

I entered these values in the value field and selected the type field for percentages. However, the cell value with this formatting is equal to 86.17% and the icon appears green, which is incorrect according to my conditions. Why is the yellow icon not appearing?

The icon should be yellow.

Use Number as Type instead of Percentage, and enter 87,59% and 82,59% in the boxes.
