CONDITIONAL FORMATTING

I can't do any basic conditional formatting at the cell level and range level any longer. The default choices (eg Greater Than) still work but only at the entire column level not a limited range level. I'm not new to it and I've done it many times before without issues. The last major change I did in 'Options' is to change my cursor movement default to go to the right instead of down.

I 'repaired' my Office 365 > didn't help

I rewrote the formula > didn't help 

I opened a new file and tried it there > same thing

Any suggestions would be appreciated.

Please include your Excel version, operating system, sample file (excluding sensitive data) to help others answer your question.
