Conditional formatting using formulas and color coding

I am trying to understand how to apply color coding to conditional formatting within my business budgets. For example, comparing certain cells to the budgeted cell, then green meaning above, red meaning below. I have read through tutorials, sort of confused.

That's better to illustrate on example if you provide sample file. Otherwise it'll be repeating of tutorials you read.

There is a lot of literature on conditional formatting and lots of videos on youtube. The possibilities in conditional formatting are very extensive, so you need a lot of time to invest in learning.
But if you have something specific in mind with your workbook / sheet / table then send a file (without sensitive data) and explain what exactly you want to accomplish. There will surely be someone who wants to and can help.
