Conditional Formatting doesn't work

Hello

I need some help about the conditional formatting. 

I setup a condition to highlight the row, but it does not work. 

I even tried to apply only on one cell, it does not work either. 

Could someone help me to let me know where I did wrong?

@Yifen1615 Try by removing the quotation marks around FALSE.

Thank you for replying. 

Remove the quotation seems work partially. Because it will highlight blank row, but not all blank rows.Capture3.JPG

And if I add one more condition, it will stop working again.
