Chart demonstrating ranking

I am trying to plot some data on a chart to show the trends of how popular programmes have been over the past three years, I have the ranking of those in the top twenty across the university (only some of which sit in our department) and have entered the ranking number into an Excel table, however when I convert this to a chart it ranks 1 as the lowest whereas I want this to appear as the highest. I have tried Format Axis - Values in reverse order but this just puts the X axis at the top but keeps the 1 as the smallest bar. 

 

Any help would be appreciated! Please see screenshots of my data and chart below

So you need a larger bar for the 1's than for the 2's?

Yes, as the number one is first place so better than the others

Please find the attached with a sample chart for a simple data set.

I inserted a helper column which replaced the actual series (Actual Rank Column) and to do so, right click on Chart and choose Select Data and in there edit the existing series with the helper column.

And then format the data labels and choose Value From Cells and select the actual rank data.

 

See if you can incorporate this approach to your chart.
