Can't open 2 worksheets in the same workbook

I am using Microsoft Office Home and Student 2019 version 2110 with Windows 11.  I open Excel, then I open the 1st worksheet.  I then click open within Excel, and select another worksheet.  Excel opens the worksheet, but in a second Excel workbook.  Now I have 1 worksheet in Excel 1 and the second worksheet in Excel 2.  I want both worksheets in Excel 1.  

When I do exactly the same thing on my older laptop using Microsoft Excel Starter 2010, the same worksheets open correctly in a single Excel workbook.

I can find nothing under "options" in Excel Home and Student to fix this problem, so I don't know how to fix this problem.

Starting with Excel 2013, each workbook opens in its own application window. You cannot change that.

You can still copy between workbooks etc.
