Can't format cells into time

I have a column which is in the format: h:mm:ss

The formatting shows as time, but it is clearly text as it is on the left hand side of the cells. When I edit each cell it shifts to the right, but I can't figure out how to do this en masse.

How would I go about this?

Morgan, as variant

- enter zero into any empty cell

- copy this cell

- select cells with time as text

- Paste->Paste Special->Add

Result will be converted to General format, apply Time format to the selection
