Can't enter comments in cells

When I right-click on a cell, the option to enter a comment no longer appears on the drop-down menu.  Any suggestions?

The ability to enter comments had been available to me as recently as the past November.

- in safe mode

- after Office repair

@Sergei Baklan It appears to be the same for all files.  I am not in safe mode.  I have not performed any repairs.

I'd try both. That could be conflict with add-in, that could be bug in concrete build or even instance, thus repair/update. All together that's max half an hour job.
