Block the blockade function

Is it possible to block the function "Block" , so that uses can't change the way title's/row's are blocked?

I'm afraid there is no way to do that, apart perhaps from modifying the ribbon of the file. But that would turn that feature off for everyone using the file: https://rondebruin.nl/win/section2.htm
