Automatically update number value?

Is there a formula I can use to update remaining numbers If I remove a number from a column?
I have the column below in a chart a I made. I would like all the numbers to update if I remove a number.

Example: If I remove the number 1 or 5, so it makes the 7 a 6, the 22 a 21, etc. 

I'm pretty much a novice, but I want to do this.

Usually a good practice is keep your numbers sorted.

Do you want to replace the "removed" number by the highest + 1 from the list?

Sorry, but I really didnt get what you mean.

I'm sorry I'm having trouble explaining.
This is a chart I am using to address all debt. These numbers are the order I want to pay them. I have the bills categorized which is why they are not in numerical order in this column. After I pay off number one, I want to delete that number so that number 2 becomes number 1, and so on.

Well, I would suggest you a different approach, that is common use for case like yours.
You use an auxiliary column where you can "flag" it as paid on unpaid.
This practice is used because its easier to track what is pending and also when that information was updated.
