Assistance with IF Statement with nested equation

I need assistance with an IF Statement with a nested equation to calculate a fee. Please see below.

=IF(H8=TRUE,"$14,210+(H1-25)*38)",0)

I'm trying to calculate if the particular cell is = TRUE, the fee calculated would be $14,210 + (Specific Named Cell - 25) x $38).  If the particular cell = FALSE, the fee is $0.

Remove the quote signs and the $ sign.
