Assigning Duplicated Unique Identifiers

Hello - See attached for the worksheet. 

I am trying to assign 3 sales team members to accounts on a spreadsheet. My issue is that there are multiple leads per account. I do not want the same sales rep assigned to the same account. 

Does anyone know the formula?

I had a stab at this using Solver's Evolutionary method.

Thanks for trying, @Peter Bartholomew but it doesn't seem to show the data quite how I need it.
