Answer generator?

Hi! I want to do something in excel, Im pretty sure you can do it, but I don't know how to...

 

What I want to do is create an answer generator spreadsheet.  People will choose a parameter from one column and another parameter from another column which will give them their action to take (or answer).

 

Is this possible?

@Quiver80 Most likely, the answer is yes. But could you provide a more concrete example. Drop-down lists with the parameters to chose from can be created through Data Validation. In turn, the selected parameters combined can then be used to point to "their action" by one (or a combination of) of Excel's lookup and filter functions.
