Allowing names to appear multiple times in a list, depending on a value in the list

Hi!  I want to create a list of names to be printed for raffle tickets.  I have a matrix of how many tickets each person purchased.  If Bill bought 5 tickets, I want his name to appear five times in the list.  See attached worksheet for matrix and desired output.

A better solution might be PowerQuery/unpivot
