In column L of the Accounts, worksheet compute the Insurance Coverage using if function, if the customer has insurance, this is the Final Charge times the Insurance Coverage amount on the Assumptions worksheet, otherwise, it is 0.

Perhaps, no IF is necessary, like this:
=K3*Assumptions!$D$3* (D3="Yes")
