Sync saying its been disabled by an administrator but its not. I downloaded the group policy files but did not set anything that should interfere with syncing. I made a change with IE mode but have now turned that off.
How can I get sync working?

Which platform are you trying? We haven't yet enabled AAD sync for macOS. If you are facing this on Windows, please submit in-app feedback as that allows us to gather the diagnostic information allowing us to debug this further.
