Possible to define IE Mode site list without GP?

We would like to use IE mode on some test machines that are not domain joined. Is it possible define the IE Mode website list outside of using Group Policy?

@timofcourse You can download the policy definitions available here locally to the test machines and set up local policy to enable IE mode.
