IE mode requires page refresh ?

We have a SharePoint portal that our users use as a time sheet portal. There's a shortcut on that portal to our time sheet system that requires IE mode. 

 

I've configured both the SharePoint and the time sheet system to use IE mode and independently it works but. 

If I click the time sheet shortcut on the SharePoint portal, the time sheet site doesn't open in IE mode until i hit Refresh(F5).  

 

Is there a configuration switch I need to set to make sure the browser stays in IE mode when going from the SharePoint site to the time sheet site?
