Home page URL/Startup policy requres AD?

I manage thin clients which are not connected to active directory. We are looking to purchase new Windows 10 IoT units and I'm now evaluating switching to New Edge. After attempting to manage polices locally I've noticed there are several polices which require AD or Windows 10 Pro/Ent enrolled for device management. Like home page URL and startup page.

What is the reason for this? Spyware, undesirable apps, etc? I know FF restricts some of their policies to the ESR version for this reason.


I would think an exception for the IoT version would be great. I think it's safe to assume anyone with IoT already has their images locked down. As of now I can't use Edge (or Chrome, I believe it's the same way).
