Edge Chromium in IE Compatibility Mode - Right Click "Save Target As.." Not Listed

Hi,

We have an internal site which requires IE compatibility mode to work in Edge b/c of an ActiveX dependency.  However, in another part of this application, our users have gotten used to right clicking on a link (to a PDF document) and selecting "Save Target as..." in Internet Explorer to save the PDF document.  When this application is running in Edge under IE compatibility mode, the "Save Target as..." is not displayed when right clicking on the same link.

Edge Chromium: Version 88.0.705.74 (Official build) (64-bit)

Windows 10 version: 1909

Application is running under these compatibility settings:

<compat-mode>IE7Enterprise</compat-mode>

<open-in>IE11</open-in>
