Despite policy profile still removable

Hi again!
Edge 80.0.361.50 and .54, policy “Brower sign-in settings”: “Force users to sign-in to use the browser”, policy “Configure whether a user always has a default profile automatically signed in with their work or school account“: Enabled. But user still can remove this default and meant to be only one profile and during this also Edge default shortcut from taskbar was removed as well.

When computer is domain-joined it does work as expected. I tested it first on not domain-joined device and logged in using MS account, profile removable. Probably as designed.
