Setting up a personal M365 tenant

I'd like to know the best way to get a personal tenant set up? I'm sure this was discussed on a call a few months back. It would be very helpful to get visibility of new features in preview or as they are released to help inform if we should request them on my company's global tenant. Typically new features are often disabled until there is a clear business need identified. It would also help in preparing training and adoption materials in advance.

 

With changes to license models meaning many of the newer apps and features need additional licenses, I am not sure if there is still a cost effective way to have a tenant with 'everything enabled' as a personal learning environment? Does anyone else have something similar enabled?
