Why do photo credits in new tab are not shown to some languages?

Japanese is good.

But not Chinese:

Maybe local laws that are the concern?
But the US-English have the credits, the US-Spanish don't.
I suppose they are both under US laws.

So maybe some language doesn't have the credits translated so they don't put it?
But the Korean one just put it in English anyway.

Also, the photo changes as you change the language.
So if you spot a photo "inspired" you in your language, it's not possible to switch to the other language in which photo credits are available.

I feel this inconsistent UI feature is causing some inconvenience.

The whole new tab page experience is going through some testing and experiments to see which design is better, maybe that's causing this.
