When my internet is lost, edge shows this new tab. 

it removes my custom wallpaper. and doesn't show frequent visit sites. 

please show normal new tab even though internet connection is lost.

Yes you are right. This issue happens with everyone. Don't know whether its planned or glitch. Request team to rectify this.

Really, by planned feature I meant that the new tab page which only appears with edge logo background and search bar when it is offline is an intended feature and not a glitch. I said planned feature because it was asked like that.
