Google Chrome is up to date

Version 86.0.4190.0 (Official Build) canary (64-bit)
i can select all a URL,  but cannot select "copy"  without it failing and highlighting only where i'm clicking.

its browser canary specific, regular chrome is fine.

I think you are in the wrong place, this area is for the Microsoft Edge browser and not the Google Chrome browser.

Really, I don't know much about reporting a bug about Google Chrome but I think the best way would be reporting it through the Chromium Bugs website:

https://bugs.chromium.org/p/chromium/issues/list

This bug is not seen in the latest version of Microsoft Edge Canary.
