Same here with: Port de île Rousse CCI 2B | Webcam (ilerousse.port.fr).
Since 04.09.
If I set the PC back to 01.09. (Recovery point/Wiederherstellungspunkt), then it works again, but only 1 time. After, it works no more...

I think, the problem is: HEVC (H.265)
Edge does not have it and Internet Explorer has it,m and on I.E. I can open the web cams...
