Same version of Edge showing different settings

Wondering why when I have the same version of Microsoft Edge 99.0.1150.55 the setting choices are not the same. They are on two different versions of Windows one is Windows 10 Pro 21H1 and the other is Windows 10 Enterprise LTSC 1809. The 1809 version is what we use for our VMWare virtual machines. 

You can see that the lower image doesn't have the same choices. So I am wondering is that because of the different Windows 10 versions? and why?

Unfortunately at this time, this version works best as our VMWare virtual machines. Other versions had performance issues.
