New tab settings not syncing

I have tried installing various custom themes from chrome for the first time they load, and once I go back to the new tab page after some time, the custom Bing page would be thrown.

I always change my settings on the new tab page (content off/No greeting), but the next time when I open the new tab page, it dumps all the info on my new tab page. Are the settings on the new tab page not synced?

I use the edge dev version on windows and ubuntu.

How do I sync the New tab page settings?

As I understand it your NTP settings should sync across your devices. Please verify that you have that feature enabled. To do this, enter edge://settings/profiles/sync in the address bar > Confirm that Settings is toggled to the on(blue) position.
