when I was using chrome few years ago, it also had this annoying limitation, now Edge (using latest available Edge canary) still has this problem.
when you are downloading and pause your downloads, you can't restart the browser or device without losing your download progress, it will reset.
this is really a fundamental problem, I've done my part which was sending feedback through Edge,
