The current scrollbar Edge uses is outdated and not consistent with the rest of modern Windows 10 scrollbars. Even the Windows start menu has an arguably better scrollbar that shrinks, supports dark and light mode, and is slick. Am I the only person with this opinion?

Totally agree, scroll bar in Windows 10 start menu or settings is dynamic and modern. it's small and minimal until you hover over it or touch it and then it gets bigger.
this behavior saves space and it's great.
please also submit this as feedback using Edge feedback button, or (alt + shift + i), so it can be registered in the system

@okikio +1. Edge totally requires a new modern scroll bar implementation. The current one is not up to the level.
