Edge Canary crashes after dragging tab out and in.

Canary Version: Version 91.0.855.0 (Official build) canary (64-bit)

Windows Version: 20H2

OS Build: 1902.906

Experience: 120.2212.551.0

Description:

Had about 15 tabs open in Canary. Pinned a tab, and then tried to drag one from the end out into the front of the list next to it. Canary then crashed. Might be injecting the tab into the vertical tabs list button idk.

Repro Steps:

1.  Launch Canary 91.0.855.0 x64.

2.  Get about 15 active tabs going.

3.  Pin a tab from the end.

4.  Drag a tab out from the end of the list, so it pops out into a new window, then try to put it in the front of main browser list.

5.  Crash.

Repro Rate:

3/3 on one computer (using same browser/tabs after relaunching with restore). 

Didn't happen in a browser with only a few tabs open.

Expected Results

Browser doesn't crash.
