Collections is back to sidebar in Edge Dev and Canary

As the title said, the collections tab is back to sidebar in both Edge Dev and Canary. Probably the flag is disable by default again since I didn't tamper with any flags related to collections.

I saw this too few days ago, that's normal since it's still controlled feature rollout,

happens regularly on Windows insider builds, where they introduce a feature to a subset of insiders, get feedback and diagnostic data, take it back and work on it to improve it, roll it out to a broader audience.

Same thing for Office insiders actually.
