Bug - Tabs don't reload after a reboot

I came into work this morning and my computer had rebooted. I'm guessing from an overnight update. When I logged in and opened Edge Canary it brought up two instances, which I'm used to. Edge has always reopened all instances that were closed on a shutdown/reboot. However, with Canary the instances only had one tab and it was blank, not even the home page (see screenshot below). I opened an Edge classic for comparison and it reloaded all my tabs as expected.
