Bug report: Favorite Manager UI Breaks

How to reproduce:

1. Right-click on the favorite bar, and click 'Manage Favorites'.
2. Without clicking anything, click 'More Options' by '...' button at the upper right side.
3. Popped up pane doesn't show menu entries, but icons only. (Screenshot)
4. If I click once and retry, the menu entries show properly.

Tested on Ubuntu 20.04, microsoft-edge-dev/stable 88.0.673.0-1.
