Bug: no rubber band scroll effect on twitter

I believe it's called "rubber band effect" when you hit the top or bottom of a webpage, it has an elastic effect. This doesn't work on twitter. Go to https://twitter.com/MicrosoftEdge and try it yourself. It works fine on https://en.wikipedia.org/wiki/Main_Page for example.

 

When is Edge gonna get its own public bug tracker? This issue is a perfect example of why Edge needs its own public bug tracker because as far as I can tell, Chrome doesn't have this elastic scroll effect, so I probably shouldn't file this in the chromium bug tracker.

Should I file this on the chromium bug tracker or will the Chrome team get angry at me because this issue doesn't apply to Chrome?
