Applocker blocks Edge install unless multiple path rules are used.

Please look into the installer for non-admins.

In enterprise we make use of Applocker to stop standard users launching unapproved software and a few years ago stopped Cryptolocker from executing on our machines.

When elevating the installer using an admin account Edge will only install for the admin user.

Then multiple path rules are needed in Applocker to allow Edge to work, this is not the case with the Chrome Enterprise installer
