I have a question regarding DST for an Exchange 2000 environment with Outlook client on 2000 & Windows XP. I found out that Exchange 2000 requires a $4000 patch to correct the DST issue. Can I just run the Outlook patch on each client without running the Exchange?

Yes. You will need to follow the steps in KB931667 (http://support.microsoft.com/kb/931667). The same OS update requirements apply. Please note that there are end-of-life support boundaries involved as well.
