I've put the TZMOVE.EXE and .dll into the same directory as the msextmz.exe files and changed the .ini to point there. The tzmove.exe file is 304kb. That's the right one, correct? is that the 8MB outlook tool?

yeah that is the right one. the tool actually has to be installed on the machine not copied as you did. try installing the tool and let us know if it worked. And yes, it's the 8MB file.
