If we wait till the rebasing is done before applying the CDO patch (926666) does it still matter how much time goes by? We started to apply outlook update tool on Feb. 19, and want to apply CDO on March 4. Is this ok?

In that scenario, meetings that are scheduled via CDO (via OWA or BES) AFTER the rebasing is complete (on that specific mailbox that scheduled the meeting via CDO) will be incorrect (since CDO doesn't know about the TZ change until the patch is applied). You CAN remediate these via another run of the rebasing tool if necessary.
