Q: I've contacted my hosted Exchange provider and they haven't responded, if I run the Time Zone Data Update Tool and then my hosted Exchange provider runs it also, is there any risks?
A: typically there is no problem with old items getting rebased twice.  Items created since you updated the OS, which are currently correct, will get moved to a wrong time if they were not created with Outlook 2007.
