Q: If I don't run the Exchange Tool immediately after my clients have KB 931386 installed, will there be a problem with appts created during that "gap" period? Should 92666 be installed on all Exchange servers before or after the rebasing?
A: if you do not run exchange tool immediately after your clients are DST updated, the single instance appointments created during this gap/interval will be off by an hour, once you run rebasing tool for the first time,

Though the new hotfix can address this issue, with specific switches (pre-update), we recommend that once workstations are patched and run rebasing right after that.

Apply CDO patch after all server and client OS DST updates, rebasing is done.
