How to use the Time Zone Extraction Mode of Exchange to determine whether users are running the outlook rebasing tool? We are going to push the outlook tool with OS update to user with SMS. Once user logon, the Outlook tool will start in /quiet mode.

For the mailboxes where no time zone information is found (NonExistent.txt) you can create an SMS push with the Outlook tool just as you've outlined above.
