Q: Do you have to run the rebasing tool on mailboxes in time zones that do not use daylight saving time?
A: Generally speaking, those mailboxes shouldn't need to rebase unless they are scheduling appointments on behalf of US or Canadian users or resources (or those observing the extended DST 2007 dates).  The rebase needs to happen for the mailbox that "owns" the meeting, and then updates are sent to attendees.  So, rebasing only needs to happen on mailboxes that create appointments within affected time zones.
