After we updated Exchange server with both windows and exchange DST update, we did not see any change in time for all old appointment both recurring and single that occur during extended DST period. We would like to know is this expected behavior or not

You need to run the update tool (KB 933146 or KB 930879) to update existing appointments. The hotfixes you applied only correct time zone information for the creation of new appointments.
