I am applying an answer file (unattend.xml) to modify Internet Explorer settings in the Apply Operating System Image step. After upgrading to Windows 10, version 1909, new Windows user profiles do not apply IE answer file settings. No issue after completing upgrade to 1809. The Home Page Answer file setting for example is recorded in C:\(Program Files\InternetExplorer\SIGNUP\install.ins and HKLM\Software\Microsoft\Internet Explorer\UnattendBackup, but does not appear in HKCU\Software\Microsoft\Internet Explorer\Main.
Replicated issue outside of Configuration Manager using Microsoft installation media with answer file only applying the IE home page setting.
Has anyone experienced something similar and found a resolution?
